Job Title: Senior Commercial Manager
Start Date: Circa September 2020 – TBC (Negotiable on notice period)

Salary: Circa £70,000 to £90,000 Per Annum + Package (Negotiable on relevant experience)
Our client, a large, established and growing principal contractor, within the Civil Engineering sector, are currently looking for a Senior Commercial Manager to join their HS2 team, ideally on a permanent basis, reporting into a HS2 Commercial Director. In this role, you will be responsible and accountable for managing Commercial HS2 activities, leading commercial tasks and implementing stringent processes, to ensure projects are delivered within key milestones and set budgets.
This role will entail helping to deliver a large package of HS2 works (£100M+), which encompasses but is not limited to; large scale Earthworks, Bulk Muckshift, Excavation, Drainage, Utilities and Structures, for Rail & Highways Bridges, Viaducts, Culverts, Embankments and Ecoponds etc, including both ecological and construction activities.
The role would suit an experienced Commercial Manager / Senior Commercial Manager, with a strong knowledge of mixed Civil Engineering schemes, who can Commercially Manage a multi-disciplinary Major Projects / Packages of work (£100 M+). Daily duties will include but are not limited to:
Ensuring cost control is maintained throughout all functions (internally and externally).
Being accountable for Target Cost, through all key milestones.
Reporting into the HS2 Commercial Director and managing the HS2 Commercial Team.
Developing client relations, liaising with the client, PQS and senior staff.
Completing measurement and outputs, forecasting the use of resource (Land/Material/Plant/Labour), against programme.
Identifying and managing risk, maximising opportunity and profit, reducing unnecessary costs and inefficient activities.
Ensuring the delivery of subcontract procurement, in accordance with the procurement schedule/timetable.
Work with supply chain to promote and measure continuous improvement in terms of cost and quality.
Managing, collating, interpreting and analysing project commercial records.
Producing monthly cost & value forecasts, including monthly project review reports.
Producing impact assessments, early warnings, risk expenditure and compensation event submissions.
Liaising with the Project Commercial Team, to establish accurate cost and cash reporting.
Ensuring material wastage reconciliations are completed and using data to implement cost reduction.
Monitoring resources and costs, to ensure projects meet/exceed targets, including but not limited to the scheduling of labour resources.
Ensuring change is identified through regular and detailed review of HS2 construction information, measured against the contract requirements and recorded.
Challenging changes and ensuring cost recovery, where the performance of the project could be affected.
Ensuring all necessary subcontract notices are prepared accurately and issued on time
Ensuring robust subcontract change control procedures are in place and adhered to.
Ensuring timely and accurate subcontract payments.Candidates will require previous experience:
Working as a Commercial Manager on Major Civil Engineering Projects (£100+ Million).
Working within the Civil Engineering sector, using a variety of different Civil Engineering techniques, related to HS2 activities, mainly around Earthworks.
Forecasting material/plant/labour resource first-hand, rather than solely relying on subcontract information.
Completing measurements and outputs for the related works, noted above.
Working on relevant forms of contract, such as NEC or JCT.Candidates will ideally have:
A relevant qualification in Quantity Surveying or Civil Engineering (i.e. MSc/BSc etc or equivalent).
Chartership status or be working towards Chartership status. (i.e. RICS, ICES, CIOB or equivalent).
Previous experience working in a similar role, as a Commercial Manager / Senior Commercial Manager.
Experience of successfully delivering relevant Major Infrastructure projects (Values circa £100 Million or above ideally).
Working knowledge of Major Earthworks, Bulk Muckshift, Drainage, Structures etc.
Strong knowledge of legislation and regulations used within the Civil Engineering & Infrastructure sectors.
